Why are bubbles forming in the water during a flush cycle in toilet?

Bubbles in the flush cycle are the result of naturally entrapped air not being vented completely.
 
Small bubbles are normal.
 
If you suspect an issue, troubleshoot with the following steps:
  1. Verify if there are any restricted rim holes
  2. Verify that the toilet bowl is at trap seal
    • Assure the water in the bowl is at the proper level at the completion of the flush cycle (Trap Seal).
    • The trap seal for each bowl is different; check the specification sheet for that bowl.
